Upcoming Changes Related to Blank

Pay Cycles and Verifying Service Quarters

Here Is What You Need to Know

Many employers use “blank" pay cycle (department) codes for their KPERS, KP&F and KPERS After Retirement pay cycles. KPERS has learned that continuing to use the "blank" pay cycle code would cause future data issues with our upgraded pension administration system.

To prevent future data issues, KPERS will no longer be able to accept “blank” as a pay cycle code. KPERS has decided to make this change now in the current Employer Web Portal (EWP) before going live with the new EWP.

Starting with 2027 pay periods “blank” pay cycle codes will change as follows:

KPERS and KPERS After Retirement

“Blank” pay cycle codes will be replaced by pay cycle “43.”

KP&F

“Blank” pay cycle codes will be replaced with those currently used when enrolling members. It varies from 85-99, depending on the positions your employer chose to cover under the KP&F plan.

This may cause additional KP&F pay cycles. However, if multiple pay cycles have the same pay date, the pay reports can still be submitted at the same time.

New Enrollments and Change History

In addition, “blank” pay cycles will no longer be available for new enrollments, starting with the first pay date of 2027. However, back-dated enrollments can still utilize a “blank” pay cycle.

When reviewing Employee Info, you will see a new Employment History line labeled "Department Change,” apart from members who are on leave of absence (regular or military), disability, or in a non-covered position.

The Enrollments screen and YTD Compensation Report will still show the history of “blank” pay cycles.

2027 Service Quarters Available October 13

Next week, you will receive an email from KPERS to verify your 2027 service quarters. These represent the relationship between your pay periods and when employees earn service credits. It’s the actual time worked for your employer’s pay dates each January through December.

Accuracy Is Crucial

Member service credit and pay period reporting rely entirely on pay-cycle information. It must be correct. Pay cycles in KPERS’ system must match those in your payroll system or you will have problems with reporting.

Note:  You must verify & submit service quarter info, even if you don’t make any changes.
